 1. What is ATA Carnet? 

ATA Carnet is a document for customs clearance based on the
“Customs Clearance Convention on Customs Handbook for Temporary Import of Goods (ATA Convention)”.

By using the ATA Carnet Notebook, you can easily carry out temporary import clearance, which is exempt from taxation at foreign customs offices, when you bring in temporary items such as professional tools and sample goods to foreign countries.

In addition, it is a payment guarantee that does not require import tax to foreign countries or provision of guarantee money, and it is a very convenient notebook that can be used by customs authorities of different countries with one ATA Carnet notebook.

✍Declaration to Customs

Enter the confirmation items and HS code in the carnet notebook, sign the customs broker and the signature of the customs broker, and declare it to customs.

After the inspection is completed at the customs office and permission is obtained, the ATA Carnet Notebook will be stored for 1 page at the customs office and the rest will be returned.

The returned ATA Carnet Notebook will be used for export and will be stored strictly.

 3. ATA Carnet “export” procedure

Carnet customs clearance is convenient, but there are some certain precautions.

✍Situation where use of carnet is permitted

The ATA Convention consists of three international treaties.

・Exhibition Treaty

Some countries are members of all three treaties, while others are only members of one.

Even if you are a member of the ATA Convention, please note that you may not be able to use carnet depending on the intended use.

✍Carnet has an expiration date

The expiration date is one year.

If you do not re-export all goods from the temporary importing country using carnet by the expiration date, import taxes will be levied.

✍Not usable for anything

It cannot be used for export/import prohibited items.

  1. Narcotics, psychotropic drugs, cannabis, opium, injuries, stimulants
  2. Child pornography
  3. Articles that infringe patent rights, utility model rights, design rights, trademark rights, copyrights, neighboring rights, and breeder rights
  4. Articles that compose the acts listed in Article 2, Paragraph 1, Items 1 to 3 or Items 10 to 12 of the Unfair Competition Prevention Act

❏Import prohibited items in Japan

  1. Narcotics, psychotropic drugs, cannabis, opium, rash, stimulants, opium smoke absorber
  2. Designated drugs (excluding those imported for medical purposes)
  3. Handguns, rifles, machine guns, guns, their ammunition and handgun parts

  6. Specified substances specified in Article 2, Paragraph 3 of the Act on Prohibition of Chemical Weapons and Regulation of Specified Substances
